Here's a very impressive and inspirational 17 foot tall Gandhi papercraft from artist Joseph DeLappe (Associate Professor of the Dept. of Art - University of Nevada). Technically not papercraft / dipping into cardboardcraft, at this size I'm pretty sure paper is not an option because it's not going to be rigid enough. This Gandhi is based on the designer's character/avatar from Second Life (internet-based virtual world).
